Hong Kong Tramways.

After the Interview Colonel Boyle and I had with you upon this matter to-day, I obtained from the Board of Trade

a print of the regulations governing the use of Electric Traction upon tramways made by that Department.

For your information I beg to enclose the same herewith. You will see that Schedule A of the Ordnance comprises the whole of these regulations, but as the preamble is missing therefrom, may I ask you to kindly consider it as forming part of the regulations. You will observe therefrom that the Board of Trade consider that whether any Company do or do not use the earth as a return, that they are protected by a compliance with these regulations.as far as is reasonably practicable. I would particularly beg leave to draw your attention to those portions I have underlined in red.
